Arriving to Malaysia

Prior to your entry to Malaysia as international student, please ensure you have :

  • A valid International Passport with a validity of at least two years;
  • Offer Letter from UMK;
  • Approval Letter from Malaysian Immigration Department (Visa Approval Letter); and 
  • Single Entry Visa from Malaysian Embassy of your respective country

EMGS has set up an International Student Arrival Centre (ISAC) to help you through your first steps when you arrive in Malaysia. The ISAC will be open everyday from 7:00 a.m. to 11:00 p.m. and will make sure that you are fully aware of where to go and what procedures to follow to have a smooth arrival.

Currently, the ISAC is only available at the Kuala Lumpur International Airport (KLIA1).

STUDENT PASS & VISA

All international students are required to have a valid Student Pass and Visa while studying at Malaysia under the laws and regulations of the Government of Malaysia. The Immigration Department of Malaysia issues and regulates the passes, but Universiti Malaysia Kelantan manages your pass application.

Those who are holding the Diplomatic Pass or Malaysian Permanent Residents (PR) – with Malaysian identity cards, Residence Pass – Talent (RP) as well as those with MM2H and Dependent Pass (with Permission to Study Stamp/Letter from Immigration) are exempted from applying the Student Pass and Visa.  You are required to apply the student pass through the UMK’s International Office. However should there be any changes in the policies set by the Malaysian Immigration Department and Ministry of Education (MOE), it is pertinent that students abide with the conditions set.

Since February 2013, the Malaysia Ministry of Education has established Education Malaysia Global Services (EMGS) as the one-stop centre to process the student pass of all international students studying in Malaysia.

Upon arrival in Malaysia (regardless of the airport / entry point), you will be required to show your VAL at the immigration check point. A special pass will be stamped in your passport to give you a valid stay while you process your student pass. The validity of this special pass can range from 14 to 30 days. This is at the discretion of the Immigration Department.

Note: You are NOT to arrange any travel arrangement during the endorsement process till you receive back your passport.

Make Payment to EMGS for Student Pass Application

UMK International will send you a copy of proforma invoice from EMGS for your reference.

Proof of Payment

Kindly submit proof of payment to international@umk.edu.my. UMK International will forward proof of payment to EMGS so that the VAL application process can begin.

Track VAL Status

You can check your VAL status at https://visa.educationmalaysia.gov.my/. Any additional documents required by EMGS must be submitted via UMK at international@umk.edu.my. The process will take a minimum of 14 working days at the discretion of the Malaysia Immigration Department.

Obtain An entry Visa to Malaysia

Once VAL is approved, please apply for Single Entry Visa (SEV) at Malaysia Representative Office as stated in eVAL. You may plan your travel to Malaysia, at least 7 Days Before Reception Date.

Post-Arrival (Medical Check-up, Registration and Student Pass Endorsement)

Upon arrival at Malaysia (Immigration Counter), show your eVAL, SEV and Offer Letter to the Immigration Officer. The Special Pass stamp will be endorsed on your passport by the immigration. Within the period of the Special Pass, you are required to complete the following to obtain a Student Pass endorsement :

  • Report to UMK International (UMK City Campus, Pengkalan Chepa, 16100 Kota Bharu, Kelantan, Malaysia) for post-arrival medical check-up arrangement at UMK Clinic within 3 days of arrival.
  • Register officially as our student as stated in the offer letter after the Health Examination Report is released indicating you are fit to study.
  • Submit documents for Student Pass Endorsement within 7 days of arrival at UMK International.

Passport Submission

Please check/track your application through EMGS website. If the process is marked at 90%, you can submit your passport to UMK International for student pass sticker endorsement from the Malaysian Immigration Department, Kelantan.

Passport Collection

Please check/track your application through EMGS website. If the process is marked at 100% your passport is ready for collection.

Collect Your Ikad & Insurance

IKad & Insurance Card will be issued within 2 weeks after the student pass endorsement process is completed.

The online process is only applicable for NEW application. There are no changes to the process of Progression, Variation, Conversion or Renewal applications. These types of applications will continue to be made only by UMK to EMGS as per the current process.

PERSONAL BOND Personal Bond

All higher educational institutions in Malaysia is required to sign a Personal Bond on behalf of the student as prescribed under Regulation 18 of the Immigration Regulations 1963 as a guarantee that the student to whom such as a pass is issued will comply with the provisions of the Ordinance and of any regulations made there under. To comply with this requirement the university requires the student to lodge with the university the said sum for this purpose.

The student pass will be issued for the entire period of study. The revised application process and fees will comprise of the following :

With effect from 1st April 2016, the EMGS processing fee for all new applications will be calculated for the entire course duration.

The iKad will be issued for the entire duration of the course. Consequently, the fee will also be charged for entire course duration. For example, if the course is 3 years, iKad fee will be RM150 (RM50/per year x 3 year course) + SST 6%.

The insurance fee is payable on a yearly basis (inclusive SST 6%) for students who have opted to procure insurance through EMGS. Institutes are required to renew the student’s insurance policy if obtained through EMGS on a yearly basis.

The issuance of the student pass is subject to the passport validity. In a situation where your passport validity is less than the course duration, the student pass will be issued based on the passport validity.

Current students applying for renewal of their student passes will be issued with a student pass covering the remaining period of study.

Medical Screening

With effect from 1st June 2019, all International students will no longer be required to undergo the Pre-Arrival Medical Screening when applying for a student pass application to Malaysia. However, effective 1st June 2019, all international students will now be required to submit a “Health Declaration Form” for their VAL applications. Failing to submit the Health Declaration form will result in incomplete VAL application submission.

You are REQUIRED to attend a Post-Arrival Medical Screening within 7 days from your date of entry into Malaysia at the University Clinic / at EMGS’s approved panel of clinics/hospitals by completing the Health Examination Report.

Medical screening is a health check that consists of a general examination by the examining doctor, blood and urine tests as well as a chest x-ray examination. If you are diagnosed with a medical condition that is deemed unsuitable for studies in Malaysia, you will be required to bear the cost of leaving Malaysia and to exit Malaysia before the expiration of your current pass.

All cost involved in the examination and report either original report or renewed report of examination shall be borne by the student.

Health Insurance

It is compulsory for every student entering Malaysia to have medical insurance. All international students must be covered by a locally purchased medical health insurance scheme. UMK International students are covered by Medical Insurance providers under EMGS.

Student dependent(s) are required to acquire health insurance and remain enrolled with the Insurance Plan throughout their stay.

Student Pass Renewal

Student passes will be issued for the entire period of study (as long as the passport has sufficient validity). Students applying for renewal of their student passes will be issued with a student pass covering the remaining period of study. In order to facilitate this, institutions will be required to submit explanation/confirmation letter to EMGS indicating the remaining duration of study for each student.

Important: Medical Screening is not required for Renewal Applications Unlike the other processing fees, Insurance cover purchased through EMGS is renewed annually. You will therefore be required to apply for a top-up of the insurance policy on a yearly basis. Institutions are required to submit academic results and attendance reports on a yearly basis to EMGS.

New Dependent Pass Application

All new students are required to travel as a single traveler. Dependant passes application will only be processed after the student receives their Student Pass. It is not possible to apply for dependant passes while you are applying for your Visa Approval Letter (VAL).

You are allowed to bring your dependants only if you are studying full time in Malaysia on a course/programme that is more than twelve (12) months long. Approval of your dependant pass application is at the discretion of the Immigration Department of Malaysia.

The University WILL NOT be held responsible for any loss or damage if you bring your dependants without University consent.

Dependent Pass Renewal

All international students of UMK need to renew their Dependent Pass at least 30 days before expired.

Please proceed to UMK International and bring the dependent’s original passport together with his or her one recent passport size photo; this must be done at least 30 days before expired .

Dependent Pass will be renewed on the same date of as the Student Pass expired.
